Handlebar bags are great when you are on tour. They hold the small things you need often, like a map, camera and snacks.
Most users put their valuables and wallet in the bag and take it with them into cafes and shops.

If you are using drop handlebars make sure your bag fits. In the old days the bags were held on by a complicated arrangement of bent metal and elastics, Rixen Kaul make a great quick release bracket, and used to make an adaptor to fit old bags. It was called the KF802. It's no longer listed but a very crusty bike shop might have one on a dusty shelf in the dark recesses.
